Import Clearance

Goods for home use
Imported goods which are intended to be consumed, resold and transferred to a third party need to be customs cleared according to current laws and regulations. It includes paying customs duties and taxes.

All imported goods are required to make customs declarations. In principle, these goods are in free circulation only after the release from Customs. For goods which are required to fulfill other government agency requirements like quarantine, it is essential to have licenses, recommendations or certificates from the relevant government agencies before release.


[ Place of Clearance; Customs House ]
Imported goods can be cleared at any Customs House in Korea. If you need to declare goods at a given Customs House, you can utilize the bonded transportation to bring in the goods to the Customs House where you wish to make a declaration.

Imported goods/Exported goods handling information can be obtained at the Korea Customs Service Website(www.customs.go.kr) from the time of arrival to the time of release. You can input Cargo Manifest numbers or Bill of Lading numbers to track the flow of imported goods and through this you can obtain other needed information.

Temporary Admission of the goods intended to be re-exported

Hand carried goods intended to be re-exported
If you have any personal belongings or professional equipment that needs to be temporarily admitted and which is intended to be re-exported with you on departure, you need to declare it to Customs. After checking your declaration, Customs will issue a Certificate of Temporary Admission on the condition of re-exportation. Because these goods are intended to be taken with you upon your departure, duties and taxes will be exempted.

Consigned goods intended to be re-exported
To clear consigned goods intended to be re-exported, there should be an import declaration on the condition that these goods will be re-exported. In this case, the person concerned should furnish deposit in the form that he/she chooses. The amount of the security will be 120% of customs duties and taxes due to Customs. Because these goods are re-exported within a short period of time designated by Customs, customs duties and taxes are exempted.

ATA Carnet Importation
If certain goods are imported under the Customs Convention on the ATA carnet for the temporary admission of goods(ATA convention) the only customs documents you need is the B/L and packing list. Those goods are allowed duty free admission because it is intended to be re-exported.

What is an ATA carnet?
The ATA carnet is an international customs document that a traveler may also use temporarily to import certain goods into a country without having to engage in the customs formalities usually required for the importation of goods, and without having to pay duty or value-added taxes on the goods.

What are the benefits of the ATA carnet?
Carnets are a security that participating countries accept as a guarantee against the payment of customs duties. With carnet Customs will allow duty free admission of those goods without requiring security.

With Carnet, it would not be necessary to go through the customs procedures established in each country for the temporary admission of the goods. Carnet documents are used as import/export declarations, so it will facilitate your visit to Korea, Japan and other countries
Restrictions & Prohibitions
The importation of certain types of merchandise may be restricted and prohibited to protect the economy and security, to safeguard consumer health and well-being and to preserve domestic plant and animal life. These goods may be required to fulfill some conditions imposed by other relevant government agencies like quarantine inspection, license and recommendations and Customs maintains custody of the goods until these requirements are met.

Before you bring in or take out of Korea restricted goods, it is desirable to refer to relevant government agencies to have more information about these goods. In addition, you shoud keep in mind that if you bring in/take out prohibited goods without due process, it might result in criminal prosecution.
