Rules for Spectators and Visitors to Stadia and Other Facilities

Article 1 Scope of the Rules
The purpose of the Rules for Spectators and Visitors to Stadia and Other Facilities (the "Rules"), established by the Korean Organizing Committee for the 2002 FIFA World Cup Korea/Japan (KOWOC) and the Japan Organising Committee for the 2002 FIFA World Cup Korea/Japan (JAWOC), is to facilitate the smooth and safe operation of the 2002 FIFA World Cup Korea/JapanTM. The Rules are made in conjunction with the 2002 FIFA World CupTM Ticket Terms and Conditions as provided for in Article 1 thereof. The Rules shall apply to any and all persons who enter into, or intend to enter into, the stadia and such other facilities under the control of Federation Internationale de Football Association (FIFA), KOWOC or JAWOC.

Article 2 Definitions
The terms set out in each of the following sub-paragraphs shall have the meaning ascribed to them therein:
(1) "Event" shall mean the 2002 FIFA World Cup Korea/JapanTM.
(2) "Facilities" shall mean any and all facilities and areas, including the stadium at which a match of the Event takes place, that are under the control of FIFA, KOWOC or JAWOC for the purpose of conducting the Event.
(3) "Operation & Security Supervisors" shall mean the persons each of whom is appointed by the Korean Government or Chairman of JAWOC, respectively, and responsible for the overall safety and operation of the Facilities in Korea or Japan, as the case may be.
(4) "Security Personnel" shall mean the persons each of whom is appointed by the Operation & Security Supervisors and responsible for the security of the Event.

Article 3 Prohibited Items
No one may take any of the following items into the Facilities, unless specifically recognised as necessary by the Operation & Security Supervisor.
(1) Firearms;
(2) Sharp instruments, such as scissors or needles or any blade including swords and knives;
(3) Poisons, drugs and other such harmful substances;
(4) Smoke-emitting candles, firecrackers, fireworks, explosives, gunpowder, flares, oils, flammable matter or other such dangerous objects;
(5) Stones, bottles, cans, PET bottles with caps attached, sealed paper packets, frozen substances or other objects which may be considered as intended to be thrown. In any event, PET bottles may not be taken by spectators to their seats, irrespective of whether or not caps are attached;
(6) Objects which may obstruct the progress of matches, such as laser pens, whistles and gas horns;
(7) Objects which may be used as weapons such as flagpoles, camera single-stands or tripods, sticks, hammers, screwdrivers, chains and other such objects;
(8) Umbrellas (with the exception of folding umbrellas judged harmless by the Security Personnel);
(9) Notice boards, standing signboards, horizontal or vertical banners, streamers, flags, placards, number bibs, documents, designs, printed materials, etc., which show, or are likely to bring to mind, political, ideological or religious doctrines, assertions or concepts, or which may otherwise hinder the conduct of the Event;
(10) Confetti;
(11) Alcoholic beverages;
(12) Large amounts of luggage or large-size luggage such as ice chests and suitcases;
(13) Animals (with the exception of guide dogs for the blind and the hard-of-hearing and of handicap-help dogs);
(14) Wireless communication apparatus (with the exception of mobile and PHS telephones);
(15) Helmets;
(16) Objects displaying specific company names, product names, etc. (including objects bringing to mind specific companies, products, etc.) with the intention of providing publicity for a specific company or commercial enterprise;
(17) Any other object which, in the judgement of the Security Personnel, obstructs, or may obstruct, the conduct or progress of the Event, or which are, or may be, of nuisance or danger to other people.

Article 4 Prohibited Acts
Acts falling under the following sub-paragraphs are prohibited in any Facility, unless specifically recognised as necessary by the Operation & Security Supervisor.
(1) Entry without an appropriate admission ticket or accreditation card;
(2) Throwing or discharging of objects onto the playing field or seats or any use or application of prohibited objects or any other act which is likely to impede the conduct of matches;
(3) Invasion of the field or entry without good reason into areas marked to indicate restricted access or otherwise prohibited by an administrator or Security Personnel;
(4) Destruction, damage, defacing, or unauthorised use of buildings, standing trees, structures, or other equipment, facilities or property;
(5) Destruction of or tampering with locks, latches, seals, tapes or the like that indicate checked security or that have otherwise been installed by Security Personnel or security authorities;
(6) Acts intended to intimidate, coerce, insult or provoke another person (including referees, participating players, officials and security personnel);
(7) Any demand for an interview with any player or personnel involved in the operation of the Event without prior appointment;
(8) Acts likely to interfere with the smooth operation of the Event such as protests, demonstrations or the like;
(9) Erection of tents, huts or similar structures;
(10) Entering or being present in any Facility in an intoxicated state due to alcohol, drugs or other substances;
(11) Soliciting, making speeches, forming of assemblies, proselytising, etc;
(12) Loitering without good reason in entrances or exits, on steps, in corridors, etc. of any Facility;
(13) Climbing on fences, floodlight towers or other structures, or standing on seats;
(14) Smoking in other than designated smoking areas;
(15) The lighting of fires within a Facility;
(16) Disguising or obscuring the face by masks, etc. in such a way that the face cannot be distinguished;
(17) Entry by, or parking of vehicles or bicycles in places other than designated parking areas;
(18) Conduct of commercial activities, collection of donations, display of advertising material and similar activities;
(19) Disposal of rubbish or other waste materials in places which have not been designated for that specific purpose;
(20) Photography or video tape recording of matches, ceremonies, spectators, etc. with the intention of deriving profit therefrom;
(21) Dissemination of any sound, image, description or results of the Event, in whole or in part, over the Internet or in any other media;
(22) Other acts which, in the judgement of the Security Personnel, obstruct, or may obstruct, the conduct or progress of the Event, or which are, or may be, of nuisance or danger to other people.

Article 5 At the Facilities
Persons who are about to enter the Facilities or persons who are in the Facilities shall comply with the following conditions:
(1) Production when requested of the ticket, identification card, accreditation card, etc
(2) In the interests of safety, cooperation in searches of hand-luggage, possessions, etc.
(3) Acting in accordance with the instructions, information, guidance, etc. of the Security Personnel or security authorities.
(4) Watching of matches sitting in the seat specified on the ticket.

Article 6 Refusal of Admission, Expulsion from Facilities
(1) The Operation & Security Supervisor may refuse admission to persons who violate the rules in Article 3, 4, or 5, may expel such persons from the Facilities and may take other necessary measures such as the confiscation of objects set out in Article 3.
(2) The Operation & Security Supervisor may refuse admission to all subsequent matches in respect of persons among those mentioned in the previous clause who are considered particularly troublesome, and may also demand the return of the tickets.
(3) Persons who are refused admission or who have been expelled from any Facility by the Operation & Security Supervisor may not reclaim the purchase cost of the tickets.

Article 7 Delegation
The Operation & Security Supervisor may delegate its authority hereunder to any person with respect to any particular Facility or Facilities.
